Questions and answers

Q. Does any part of the programme have to be delivered in Welsh?
Q. Do the training materials have to be provided in both Welsh and English?

A. There is no requirement for delivery of the training in Welsh or for materials to be translated, but as part of the project evaluation we would like to know if there is a demand for the course to be delivered in Welsh. This is part of our ongoing surveying of Welsh language needs and requirements.

Q. Could you clarify what you mean by a qualification programme? Does it have to be nationally accredited or is an Endorsed/ Quality Assured programme sufficient?

A. One of the aims of this course is to give individuals an opportunity to study at a higher level with a view to this course providing a point of entry/springboard to undergraduate level programmes, e.g. through accreditation of prior learning.

Q. Tender 2.4 "Please explain your current delivery arrangements including principal and outreach." Please could you explain what you mean by principal and outreach?

A. This question is asking you to describe your principal delivery arrangements e.g. if you have premises, and also how what arrangements, if any, you have for delivering on an outreach or 'off centre' basis.

Q. Does the table in part 5 contain the responses to part 4, or does part 4 require separate answers?

A. Yes, table 5 contains the responses to the statement at the beginning of Part 4.

Q. Is the intention that Asset Skills will be accrediting this or are you looking for an external accreditation of the qualification?

A. We are looking for external accreditation for this qualification, as Asset Skills is not currently an accrediting body.

Q. Are you looking for a single provider across all of Wales?

A. We didn't want to be prescriptive about how this could be delivered geographically, however, we would prefer not to go below the cohorts in geographic areas as described in the tender doc:

  • 15 learners North Wales
  • 15 learners South East Wales
  • 15 learners South West Wales

If you are happy to work on the project as one of a number of other providers, please mention this, for our information, in the tender proforma document that you return to us.

Q. When is the deadline for submission of the tender?

A. The deadline is the 30 April 2012.

Q. Are we able to submit tenders up to 5pm on 30th April?

A. The deadline is found on page 2 of the tender document: 10am on Monday 30 April 2012.

Q. Can you please tell me how packs should be submitted - posted, or can they be sent electronically?

A. The answer to this question is on page 2 of the tender document as follows:

The following documents are to be returned to lpriestley@assetskills.org by 10am on Monday 30th April 2012:

  1. The completed Proforma Tender Document: Tender for development and delivery of a 'Change Management for Housing' qualification at approximate level 4 / level 5 in Wales.
  2. The completed spreadsheet: 'Delivery Location and Profile Bid'.

Q.  Is it acceptable to submit the response electronically on the 30th of April?

A. Yes, the information is on page 2 of the tender document and asks for the tender to be sent to us by 10am on Monday 30 April 2012.

Q. Would you like the programme content to deliver an existing qualification or would you like to work with the provider to develop new content and hence a new qualification to meet your specific needs?

A. The aim of the project is to deliver a new qualification that is focussed on change management in the housing industry. This may or may not take elements from other existing qualifications.

Q. Can you give us some idea of the budget allocated for this Pilot please?

A. We have not published any information on budget because we don't want our budget to lead providers.

Q. Is there already a network/ forum of Housing Associations established to oversee this project, or should we contact and list the names of Housing Associations that we are working with who would be willing to participate in a forum and the pilot programme?

A. There is a group of employers engaged with this project already, but we would welcome additional employers, who are based in Wales, to join the project.

Q. In part 2.3 you ask us to list the principal employer groups we are working with. Do you want us to just state headline 'key sectors' or actual employer associations / forums that we are working with?

A. Employer groups refers to the broad categories of employers that you are working with at the moment for example housing associations, local authorities, engineering companies, catering companies etc.

Q. Please confirm the reason why you ask for a safeguarding policy for vulnerable adults.

A. The nature of housing work means that members of staff may come into contact with vulnerable adults either in employer premises or within homes.
