Purpose
The purpose of the market testing stage is to reach an agreement on how best to ensure skill supply meets the short and long term demands of the sector as it improves its competitiveness and productivity. At the end of this stage there will be an agreement on where the sector is in terms of skill needs and skill supply and where it needs to go in the future. A series of possible solutions will have been agreed. Some agreements on actions with key partners will be underway as the SSA process moves into the agreement phase. The outputs from this stage are best seen as early action plans, flagging up who needs to do what.
