Green Deal National Occupational Standards and Qualifications project

Introduction

Green Deal will have major implications for the skills base needed in the crucial areas of energy assessment, certification, and home/commercial energy advice.

The Department for Energy and Climate Change (DECC) and the Department for Communities and Local Government (DCLG) have commissioned Asset Skills to review and revise the National Occupational Standards (NOS) in light of the new requirements for Green Deal, the changes being implemented to energy assessment and certification, and the requirements of the Energy Performance of Buildings Directive.

This briefing note outlines the activities to be undertaken and the timescales involved.

Scope of the Project

The project will analyse the changes to energy assessment and certification requirements for domestic, domestic on construction, non-domestic and operational ratings NOS, with specific reference to the creation, issuing and lodgement of Energy Performance Certificates (EPCs). This will incorporate feedback on current EPC arrangements with a view to enhancing the content of the NOS.

The project will also take a broader look at the skills requirements for delivering all aspects of the Green Deal, including the creation of new standards around:

  • Green Deal awareness raising
  • Support and services available to customers under Green Deal
  • The adviser role in providing financial advice
  • The motivational factors inherent in encouraging greater energy efficiency and carbon reduction

It will identify how the existing NOS for home energy advice and commercial energy advice need to be enhanced and supplemented. It will also look at the role of remote energy advice and its implications for skills development.

Sequence and Timescales

The project will run from June to December 2011 and be delivered in the following phases:

June - October 2011: Identify changes to EPC NOS, develop new NOS required to cover unique additional Green Deal functions, changes to existing home energy and commercial energy NOS, consultation on new suite of NOS, and publication of final NOS.

September 2011 - January 2011: The development of new Qualification and Credit Framework (QCF ) units and Rules of Combination, based on the full suite of NOS, to inform the creation of relevant qualifications covering all aspects of Green Deal competence at appropriate levels within the QCF.

The project will be overseen by a project Board consisting of DECC, DCLG, Devolved Administrations and a Steering Group of key stakeholders and employers.

Getting Involved

As part of the project, Asset Skills will be maintaining a database of informed contacts who will feed into the steering committee, working groups and wider NOS consultation.
